How to make a PDF from multiple photos
To make one PDF from multiple photos, open Image to PDF, pick all your photos together, check the order, choose A4 page size and press Create PDF. Each photo becomes one page.
This is the easiest way to "scan" papers with just your phone camera. It is free, needs no app or sign-up, and your photos stay on your phone.
Quick answer
| Setting | Best choice for most people |
|---|---|
| Tool | Image to PDF (or JPG to PDF, same tool) |
| Photos | Select all at once: JPG, PNG, WEBP, GIF or BMP |
| Page size | A4 for forms and printing; "Same as the image" for screenshots |
| Margin | Small |
| PDF too big? | Run it through Compress PDF |
Step 1: Take good photos of the pages
The PDF can only be as clear as your photos. Spend one extra minute here and you will not need to redo it later.
- Put the page on a flat table with plain colour under it. A dark table makes white paper stand out.
- Use daylight from a window if you can. Turn off the flash if it makes a shiny spot on the paper.
- Hold the phone straight above the page, not at a slant. Keep all four corners in the photo.
- Zoom in on each photo before moving on. If the small text is blurry, take it again.
- Take the pages in order: page 1 first, then page 2, and so on. This makes the next step much easier.
Crop away the extra table around the page using your phone's own photo editor. A tidy edge makes the PDF look like a real scan.
Step 2: Put the photos into one PDF
- Open Image to PDF in your phone browser (Chrome, Safari or any other).
- Tap to choose files and select all the photos together from your gallery.
- Look at the list. If a page is out of place, move it up or down with the arrows.
- Choose the Page size. A4 is the normal choice in India.
- Choose the Margin. Small leaves a thin white border, which looks neat when printed.
- Press Create PDF and download the file.
A photo taken sideways (landscape) gets a landscape page, so wide photos are not squeezed. Open the PDF once and scroll through every page before you send it.
Step 3: Fix common problems
- A page is upside down or sideways: open Rotate PDF and type just that page number, or rotate the photo in your gallery and make the PDF again.
- The PDF is too large to upload or email: phone photos are big, so ten photos can easily cross 10 MB. Use Compress PDF. If a form asks for an exact limit, try Compress PDF to 1 MB or Compress PDF to 200 KB.
- You forgot one page: make a PDF of the missing photo, then join the two files with Merge PDF.
- You added one page too many: open Split PDF, choose "Extract pages into one file" and type only the pages you want to keep, for example 1-3, 5.
One PDF or many?
Read the form carefully. Many online forms have a separate upload button for each document, such as the marksheet, caste certificate or ID proof. In that case, make a separate PDF for each one, and name each file clearly, for example class-10-marksheet.pdf. Only put everything into one PDF when the form asks for a single file.
If you are filling a government job form, our sister site SarkariPatra lists new notices every day. Always follow the file type and size written in the official notice.
Can I copy text from this PDF?
No. A PDF made from photos holds pictures of the pages, not typed text, so you cannot select or search the words. If you need the words, use Image to text on the photos, or OCR scanned PDF on the finished PDF. Both read English and Hindi.
Frequently asked questions
How many photos can I put in one PDF?
There is no fixed number, and each photo can be up to 25 MB. Very many large photos can be slow on an older phone, so for a long document you can make two PDFs and join them with Merge PDF.
Are my photos uploaded anywhere?
No. The PDF is made inside your browser, so your photos never leave your phone or computer.
Do I need to install a scanner app?
No. Your normal phone camera and the browser are enough.
Which page size should I choose for a government form?
A4, unless the notice says something else. It prints well and is the size offices expect.
Is it free?
Yes. Image to PDF is free, with no sign-up and no daily limit.
